Online: Jennifer Piscopo - Elect Women, not Leftists: Mapping Latin America Elites’ Attitudes towards Gender Equality

Which legislators support progress on gender equality and why? This paper measures legislators’ attitudes about women’s roles and support for gender equality policies, using recent survey data from 972 legislators in 13 Latin American countries. Importantly, the results show that not all gender equality attitudes are alike: believing that men and women are equal differs from recognizing ongoing discrimination, which differs from supporting state action. Many legislators believe in equality, but disagree that discrimination persists and do not support state intervention. Across the board, however, women hold more gender-equal beliefs and support gender equality policies more than men. This finding holds even when controlling for legislators’ political resumes and individual characteristics.
